When candidate McCain's site was presented on graphical browsers, it appeared it would be a challenge with its frames. However, information for non-frame browsers was fully presented. For this reason, along with in-context links, quick download time, the lack of browser compatibility issues, and only the minor flaw of missing frame titles (thus failing Level 1 access), McCain's site is given the top slot for accessibility. It is marred only by a pop-up box--which is fortunately not an obstruction when Home Page Reader is running.
